Every in-ground pool here needs a permit, and depending on where you live, possibly two approvals: the building department and your HOA's architectural review. Palm Coast city lots permit through the city; rural Flagler permits through the county; Ormond Beach means Volusia. Each queue moves at its own speed, which is most of why build timelines are quoted in ranges.
On our builds, permitting is not your problem. Engineering and submission are standard scope, the fees are inside the price, and communities that require HOA approval get a submission package built from the same 3D design you signed off. Review boards approve faster when they can see the thing.
One flag worth knowing: a permit is not finished when the pool is. It closes at final inspection, and an unclosed permit surfaces years later at resale.
